Job Description

Position Overview  

The Data Quality & Reporting Analyst plays a foundational role in strengthening how the Program uses data to support decision-making, improve operations, and ensure responsible stewardship of resources to the families the Program serves. This role is primarily responsible for organizing, structuring, validating, and maintaining high-quality program data, and translating that data into clear, practical reporting that supports case management, policy development, program quality, and leadership decisions. The Analyst will help establish and manage reliable sources of truth, improve data accuracy, and build the foundation for long-term data literacy across the organization. 

This is a hands-on, build-oriented role in an environment where data exists across multiple sources and formats. The environment is evolving, and the Analyst should be comfortable working with incomplete structures while helping design long-term solutions. Reporting to the Chief Program Officer, this position is Exempt under the Fair Labor Standards Act (FLSA). 

Duties & Responsibilities: 

Core Data Quality & Governance 

  • Establish and maintain reliable sources of truth for key program data, including participants, services, costs, and utilization.  

  • Perform ongoing data validation to identify and resolve inconsistencies, gaps, duplications, and structural issues across datasets.  

  • Ensure a high standard of data accuracy, consistency, and reliability across reporting and analytical outputs.  

  • Introduce and support practical data governance practices, including:  

  • development of data definitions and business glossaries  

  • implementation of validation and quality standards  

  • clarification of data ownership, access, and update processes  

  • Promote sustainable data management practices that support long-term organizational data integrity.  

Data Structuring & System Transition Support 

  • Design and build interim datasets or lightweight data structures to organize program information in a usable and scalable format.  

  • Prepare, clean, and structure data for migration into future systems.  

  • Partner with internal teams and external vendors to ensure data is:  

  • clearly defined  

  • logically structured  

  • aligned with program workflows and reporting needs  

  • Contribute to defining how program data will be categorized, maintained, and used within future systems.  

  • Help ensure continuity of data accuracy and trusted sources during system transition efforts.  

Reporting & Operational Analysis 

  • Develop and maintain a set of standardized, repeatable program reports, including: 

  • service utilization and frequency  

  • cost reporting by participant and service category  

  • trend analysis over time  

  • Use tools such as advanced Excel, pivot tables, and/or SQL to produce reliable and consistent reporting.  

  • Ensure reports are:  

  • accurate and validated  

  • clearly structured and easy to interpret  

  • grounded in trusted data sources  

  • Continuously refine reporting approaches to better support operational and leadership decision-making.  

Decision Support & Program Insight 

  • Support program functions by identifying and analyzing:  

  • outliers and unusual patterns  

  • high-cost cases or utilization trends  

  • recurring exceptions or inconsistencies  

  • comparative benchmarks and typical ranges  

  • Respond to targeted data requests while reinforcing reliance on standardized reporting and validated datasets.  

  • Provide analytical context that helps stakeholders understand operational impacts and emerging trends.  

Data Interpretation, Literacy & Communication 

  • Translate data findings into clear, practical insights for a variety of stakeholders.  

  • Promote data literacy across the organization by helping staff:  

  • understand key metrics  

  • interpret reports accurately  

  • apply data appropriately in decision-making  

  • Clearly communicate data limitations, including:  

  • incomplete or inconsistent data  

  • small sample sizes  

  • situations requiring cautious interpretation  

  • Help stakeholders understand both what the data supports and where conclusions should be limited. 

Qualifications: 

  • Experience restructuring datasets from inconsistent formats or combining multiple data exports into a unified structure. 

  • Advanced proficiency in Microsoft Excel, including: 

  • pivot tables 

  • data manipulation 

  • structured datasets 

  • Demonstrated experience with: 

  • data validation 

  • improving data accuracy 

  • organizing data across multiple sources 

  • Strong attention to detail and commitment to data integrity and reliability 

  • Familiarity with data governance practices (data definitions, validation, source-of-truth management) 

  • Ability to work independently in a build and design environment with evolving requirements 

  • Exposure to system implementation or data migration efforts preferred.  

Education & Experience: 

  • Bachelor’s degree is required. Degrees in a related field such as Business Analytics, Information Systems, Healthcare Administration, Public Health, Economics, or a similar discipline is preferred. 

  • 3-5 years of related work experience  with messy, real-world datasets and improving data quality, structure, and usability  

  • Experience with SQL or similar tools for querying and organizing data (preferred but can be developing) 

  • National organizational memberships preferred. 

  • Advanced certifications preferred.
